

AI governance asks what systems do. This project asks what they do to the human subject.



The current AI governance frameworks addresses what systems do. It does not yet address what they do to the human who encounters them.
Current AI governance regulate AI outputs, enforce fairness constraints, and manage systemic risks. However, they operate on a single plane: the behaviour of the system itself.
If the subject is being transformed by the very systems it is supposed to oversee, then governance without a theory of the subject is governance of a moving target — by a moving governor.


The human subject under AI conditions is not a fixed entity. It is shaped along three dimensions — each operating quietly, each altering the capacity for self-governance.
How AI systems alter what counts as knowledge, evidence, and justified belief — reshaping the ground on which democratic judgement depends.
How persistent AI interaction modifies the categories through which we understand agency, autonomy, and what it means to be a human subject.
How AI-mediated attention, deliberation, and preference formation restructure the conditions for democratic participation and collective self-governance.


Three research instruments — each examining a different dimension of how AI systems reshape the human subject they are meant to serve.


Current approach
Regulates system behaviour — outputs, fairness, safety, accountability. Asks: what should AI systems be permitted to do?
Govern the Human
Examines the transformation of the subject who governs, consents, and deliberates. Asks: what is happening to the human who is supposed to answer that question?
Without Govern the Human, governance protects a version of the human that is already being transformed by the systems it seeks to regulate.
